Why do the Brittish Parliment people lean on the podium?

I was up late watching CNN and they were showing the Prime Minister’s questions from the Brittish Parliment. Now, I’ve seen this before and something I always wondered is why do the people who are speaking at the podium always have to put one arm up on the podium and lean off to the side? They all do it. When one person is finished talking he quickly sits down and the guy who is arguing against him jumps out of his chair faster then jackrabbit and puts the arm up on the podium and starts leaning. Is this some sort of England tradition?

Speeches made in the House of Commons have to conform to very specific rules. A Minister or Opposition spokesperson can speak from the Dispatch Box at the Table of the House, but other MPs have to rise to speak from where they were previously sitting and not from a rostrum. However, front-bench members usually stand at one of the Despatch boxes.
